["Court Fees Regulations. Commentary"]This is a commentary of the new Court Fees Act on the basis of the modernisation of the entire judicial cost law entering into force on July 1, 2004. It takes into consideration: Inclusion of the regulations concerning the values and costs of the labour court law into the GKG [Court Fees Act]. Keeping of the level of the fees lower in comparison to the courts of law by proportinal reduction of fees. A uniform table of fees for all jurisdictions. A completely new structuring and new version of the GKG and of the KV [regulations concerning costs]-GKG, which now has been designed in a user-friendly way. Numerous structural changes, in particular by the introduction of the lump sum fee system for all instances and for all jurisdictions. Increase of the fees in partial areas as a result of the general living expenses, which have increased since the last increase of the fees in the year 1994 by approximately 25%. Final cancellation of the fee reductions in the newly formed German states. To the justifiable extent fees dependent from the value in dispute have been changed into fixed fees. Resolution of issues of dispute and interpretation by revised version of the texts. Evaluation of the judiciary and the literature until the end of April 2004. Materially extended by the values in dispute for the labour jurisdiction and for the social jurisdiction supplemented are also the "keys for the values in dispute" in the annexes to § 48 and to § 52.With regard to the work with the commentary the tables of the values in dispute in the annexe for values up to 500000'_¬ for all jurisdictions as well as a special table for the labour jurisdiction render expendable the use of special tables. Although a great part of the content of the law was not materially changed, the whole commentary had to be rewritten due to the new structuring. Of course also the stream of published and partially also of unpublished judiciary, which did not stop since the issue of the previous edition, has been evaluated for the new edition. The sources and quotations have been deleted insofar as they are only of law historical interest, to the extent that former judiciary, etc., still have a certain significance for the application of the new law, special reference was made to this. Furthermore the text has been preceded with a comparison of the new and the old provisions.
