From 1985-2002, 445 children in North Carolina have been killed by their parent or caregiver. This report highlights a few of the obstacles that affect child abuse homicides being identified & prosecuted as crimes, & offers suggestions that may ensure that the perpetrators of these crimes receive appropriate & just sentences. Reduction in the discrepancies that occur within the criminal justice system is important, but equally as essential are the encouragement of appropriate plea bargains &/or prosecution of all of these homicides. The goal is to achieve a balance between equity in cases that have similar circumstances, justice for the victims, & protection for other children that may be under the perpetrator's sphere of influence.
