The purposes of this study are to: (1) clarify expectations governing organ distribution practices in the U.S., (2) determine the extent to which actual practices are in accord with expectations, and (3) offer recommendations that facilitate close accord between expectations and practices. The report focuses on the distribution of cadaver organs from the point of procurement to the point of transplantation. Although it addresses all organs, it pays particular attention to the distribution of kidneys because they account for about 75% of organ transplants and about 84% of those awaiting a transplant.
