Pursuant to the 1983 Agreement on Cooperation for the Protection & Improvement of the Environ. in the Border Area (La Paz Agreement), the Admin. of the U.S. EPA & the Sec. of the Secretariat for the Environ. & Natural Resources (SEMARNAT, Mexico) agreed on Oct. 2001 to work jointly with the 10 border states & the U.S. border tribes to develop a new bi-national 10 year plan to improve the environ. & reduce the highest public health crisis on the U.S.-Mexico Border.
